always allow force and rebuild, even if slave is disconnected

Currently, it's impossible to force a build when a slave is not connected, but it's not impossible to rebuild a build. That doesn't make a lot of sense.

This could be configurable, but I think it's better that it just always be available.

This will obviate the need to fix #689.
