builder pages (and maybe others?) should be able to display historical builds

Currently there's only two ways to go back in time with the WebStatus? display: 1) Use 'next page' on /waterfall. This can be very slow and ends up loading a lot of unnecessary data 2) Manually fiddle with URLs until you find the page you want. Obviously, this can be a huge pain.

If the builder and buildslave pages were able to display 'last N builds' or 'previous N builds', or some other thing that lets you go back further these tasks would become much easier.

Of course...as soon as I dig into this I discover that /buildslaves/$slave?builds=50 works. Maybe let's start by implementing this on /builders/$builder...

I think this is mostly done. Specifics can be tracked in specific bugs, I suppose.
