Description

Recently GitHub? introduced pull request templates: we can add template for new pull requests. When user creates pull request, it's body will be filled with template contents.

Currently body is filled with commit message if PR consists of single commit, and it's empty if PR is of multiple commits.

Do we want to use this feature?

From discussion in IRC: we can add template with checkboxes of items from contribution guide (e.g. http://trac.buildbot.net/wiki/PatchReview).

Like:

 [x] I ran validate.sh  / [x] I did a make hooks to install the git hooks
 [x] I added unit tests
 [x] I added relnote
