Nine: Web fails to load force scheduler if the name has a space in it

If a force scheduler's name has a space in it, then the web UI will fail to load it. Rutsky's advice to look in Safari's dev console, and I saw that it's getting a 404 error when loading "http://localhost:8010/api/v2/forceschedulers/Force%20all". Changing the space to an underscore fixed the issue.

For 0.9.0, we should add a check to prevent spaces in forcescheduler names.

for 0.9.1, we should fix it by using same interface for schedulers and forceschedulers
