Add HTTP Cache Headers

The HTTP server should provide cache headers for resources, based on information encoded in resource types regarding immutability and speed of change. For example, log chunks can always be cached indefinitely, as can a finished build.

There is similar need in the js middleware. no need to query sse for known immutable resources
