public_html is not public any more

The new buildbot-www doesn't serve public_html as did old WebStatus? in 0.8.x.

While it's obvious that static content is better served with some suitable web server, it's better to have the old functionality preserved in this case for simple cases and for debug purposes.

This will need to be fixed for the 0.9.0 release.

I think this should not be a 0.9 blocker as this is not a very well delimited API that has been used for too many things (templates, css, favicon, etc..)

However this can be very easily implemented via a plugin. The files would not be served in the root like now, but I would be expect to be enough.
