master-side cvs step doesn't verify that checkout points to correct repository

I'm not sure what this means - it doesn't verify the sourcedata?

None of the master-side steps store the sourcedata. Except for cvs, this isn't a problem since the other steps all use vcs tools to check the actual state of the repository. cvs just assumes that it is pointing at the right place.

Check that cvs checkout is pointing at the correct location.

This checks 'CVS/Root' and 'CVS/Repository'.

Fixes #2287.
