real tests for Blocker

Description

Blocker was implemented in #184, but because there's no good step harness, and because it talks to a lot of parts of Buildbot, its test harness doesn't fit into the unittest model. That should get fixed when we have a better testing infrastructure

We're at the next PyCon?, and we have a decent step-testing architecture now!
