NightlyScheduler support for change_filter

The NightlyScheduler? doesn't handle change_filter and its support for branch seems limited to a single one. It would be nice to have a single NightlyScheduler? able to handle many branches scheduling as many branch to build as there were changes and queuing them to the assigned builder/slaved.

Instead of having to rely on a 1 to 1 scheduler / branch.

Oops, the new bug is #1870 for tracking multiple changes; this bug remains to add change_filter to the Nightly scheduler.
