MailNotifier: Add ability to send an All-Passed email when all builders succeed .

Description

At the moment there is no easy way for a dev to know that the build passed except by viewing the console page. It would be nice to have the ability to send an all-passed email when everything passes.

What do you define as 'a build'? Not all build sequences are linear/tree.
